So I noticed in simpe, I have about 8 Unsavoury Charlatans in my hood. They seem to randomly spawn, in spite of my use of the Antiredundancy mod.

What can I do about this?

I have all EPs but Freetime, in case that matters.

Do you have the BV patch?  I think JMP removed the charlatan fix from antiredundancy when Maxis put the fix in the patch.
